H.O.R.N. is a relay service. It does not engage. It does not respond. It does not acknowledge. Dispatches are issued as events are recorded. No further context is provided unless Le Council deems it necessary.

All H.O.R.N. dispatches are considered official communications of LPCHUIP. Reproduction is permitted. Commentary is tolerated. Correction is not accepted.
